Notification Problem Update

This is what is happening right here. I found that I am not the only one having this problem, but after doing a quick search, have found others with the same troubles, such as:
royaltickles fav.me/dayyfz4
and
GothNebula fav.me/dayxubx

I have also determined it to be more frequent on Chrome than on Firefox.
